The EU is falling behind, and end-users are missing out on the technological innovations that would be underpinned by a modern communications infrastructure. The challenge is a ‘tragedy of the commons’. Networks are treated as an infinite resource, creating inefficiencies and waste in their usage. Europe needs a Framework for Responsible Use of Networks to avoid degradation and depletion.
