Carmen Lembo is a Senior Manager for Government Affairs at Qualcomm, based in Brussels. She works on EU policy files at the intersection of digital regulation, competition, and intellectual property. 

Before joining Qualcomm, Carmen worked in the European Commission’s Directorate?General for Competition (DG COMP), where she was part of the Digital Markets Act (DMA) enforcement team. She previously served as a Parliamentary Assistant in the European Parliament in the office of Andreas Schwab, MEP (EPP), supporting the Parliament’s work on competition, internal market and digital policy. 

Carmen is a qualified lawyer with a background in EU competition law. Prior to her role in the Parliament, she trained in private practice with a focus on competition law. 

She holds an LL.M from the College of Europe and Master’s degrees in law from the University of Milan.
