He is the inaugural Director of Policy, Governance Innovation & Impact of Project Liberty's Institute for responsible innovation and ethical governance of emerging and disruptive technologies. There, he builds global multistakeholder initiatives at the intersection of IGOs, governments, major companies, entrepreneurs, technologists, investors, civil society and academia, levering partnerships with Stanford, Georgetown, MIT, Harvard and Sciences Po.
Between 2012-2022, he co-founded and -led the leading global multistakeholder policy organisation for how laws apply to cross-border data flows and services, the Internet & Jurisdiction Policy Network. It engaged 400+ key entities spanning governments, IGOs, the world's largest tech companies, civil society groups and top universities in 70+ countries, and was formally endorsed by processes such as the G7, UN or OECD.
His comments on the future of the global digital economy have been featured by The Economist, New York Times, Fortune, Politico, Euronews, Slate or Die Zeit, as well as by the Council on Foreign Relations, Mary Meeker's Internet Trends Report, or Oxford University Press.
Paul is a moderator or speaker in processes around the world, such as the United Nations, OECD, EU, the G7 process, or the WTO. He has been appointed to advisory and expert groups by the Global Commission on Internet Governance, the Council of Europe, the Freedom Online Coalition or the World Economic Forum.
Paul has been an Affiliate at Harvard's BKC since 2020. He is also a Senior Fellow at the Hertie School of Governance. Paul holds a Master of International Relations degree from Sciences Po Paris and was awarded a scholarship of the German National Merit Foundation (Studienstiftung). He was also studied at the Max Planck Institute and holds a BA in European Studies from Maastricht University.
